Kosmo and Kampanje

The Auditor General of Malawi, Mr. R. Kampanje and the Auditor General of Norway are signing a MoU the 20th November 2009 in Lilongwe.


The NAO Strategic Plan 2009-2013 is the reference of an Institutional Development Project. The project will run from July 2009 to June 2012.

Overall Development Goal for the project is to support democracy and development of good governance in Malawi in line with MGDS.

The strategy towards this Development Goal is to develop and build capacity of the National Audit Office of Malawi (purpose).

To reach this purpose, the project has five Goals, identical with the goals outlined in the NAO strategic plan:

1) To deliver high quality and timely audit services
2) To have competent and motivated staff in place
3) Acquire & maintain infrastructure, vehicles and equipment to effectively implement operational plans
4) To promote effective communication systems
5) To be a more independent institution.

The project does not, however, pretend to give sufficient response to all plans presented in the strategic plan of NAO, so coordination among stakeholders and possible sources of support is encouraged.

NAO is currently developing a structure conducive for basket funding, enabling collaborating partners to join in the strengthening of the institution.

So far, the Office of the Auditor General of Norway has entered into a five-year collaboration with NAO, providing technical assistance in form of capacity building by staff from OAGN. The OAGN staff is either seconded to NAO for a lengthier period of 1 year and above, or pay visits to NAO on short term basis to strengthen particular areas, like regularity audit, performance audit or ICT.

The Norwegian Government, through the Royal Norwegian Embassy has committed a support of NOK 18 million (approximately MWK 435 million) for the period of 2009 to 2012.
